How iOS 14+ Changed the Game for Facebook Ads and What You Can Do
From ATT to CAPI, from aggregated events to conversion modeling. Adapt to the new reality.
In April 2021, Apple changed everything.
They launched iOS 14.5 with App Tracking Transparency (ATT) - and ever since, Facebook Ads has never been the same.
📌 What you’ll learn: Why your data no longer makes sense, what exactly changed, and the 5 solutions we use for our clients.
📱 What changed?
Before iOS 14:
Someone saw the ad → clicked → bought → Facebook knew exactly where every conversion came from. Precise retargeting, 28-day attribution, everything worked.
Now?
Apple asks a simple question: “Do you want to be tracked?”
85% of people say NO.
That means Facebook loses tracking on the majority of iOS users.
📊 The real impact
| What changed | Before | Now |
|---|---|---|
| Reported conversions | ~95% accurate | 40-60% (underreported) |
| Attribution | 28-day click | 7-day click |
| Retargeting pools | 100% | 30-50% |
| Cost per result | X | X + 30-50% |
💡 Important: This doesn’t mean you’re selling less. It means you see less. The difference is huge.
🔧 What you need to know
Aggregated Events (AEM)
Facebook capped it at 8 events per domain.
You have to prioritise:
| Priority | Event |
|---|---|
| 1 (top) | Purchase |
| 2 | InitiateCheckout |
| 3 | AddToCart |
| 4 | AddPaymentInfo |
| 5 | ViewContent |
| 6-8 | Lead, Search, PageView |
Reduced attribution
- Before: 28-day click, 7-day view
- Now: 7-day click only
Reporting delay
Conversions can show up with up to a 72-hour delay.
⚠️ Don’t make decisions based on data from the last 3 days. Analyse over windows of 7+ days.
✅ Solution #1: Conversions API (CAPI)
CAPI sends the data straight from the server, bypassing the browser.
Without CAPI: Browser → Pixel → (ATT blocks it) → Conversion lost
With CAPI: Browser → Server → CAPI → Facebook → Conversion captured
How to implement it
| Platform | How to do it |
|---|---|
| Shopify | Settings → Facebook Channel → Enable |
| WooCommerce | Facebook for WooCommerce plugin |
| Custom | GTM Server-Side or direct API |
🏆 CAPI is mandatory in 2025. Without it, you lose 30-50% of your data.
✅ Solution #2: First-Party Data
Third-party cookies are disappearing. First-party data is becoming essential.
What to collect
| Data | How to obtain it | How to use it |
|---|---|---|
| Newsletter, checkout | Custom Audiences | |
| Phone | Checkout, forms | CAPI match rate |
| Purchase history | CRM | Segmentation |
| Preferences | Quiz, surveys | Personalisation |
Strategies
- ✓ Lead magnet for email
- ✓ Exit-intent pop-up
- ✓ Loyalty programme
- ✓ Post-purchase survey
✅ Solution #3: New measurement
You can no longer rely on Meta Ads Manager alone.
Our formula
| Source | Weight |
|---|---|
| Meta ROAS | 50% |
| GA4 ROAS | 30% |
| Survey attribution | 20% |
Real ROAS = the weighted average of the three.
💡 Incrementality testing: Pause ads in a geographic area for 2 weeks and compare. You’ll find out how many sales actually come from your ads.
✅ Solution #4: Creative-First
With less precise targeting, creatives matter more.
Testing framework
Weeks 1-2:
- 5 different creatives
- Broad targeting
- €10-15/day per creative
Week 3:
- Identify the top 2 performers
- Analyse: what do they have in common?
Week 4:
- Iterate on the winners
- Different hook, similar structure
✅ Solution #5: Diversify
100% dependence on Facebook is risky.
| Channel | % Budget | Why |
|---|---|---|
| Meta (FB + IG) | 40-50% | Reach, scale |
| 25-35% | Intent-based | |
| TikTok | 10-20% | Low CPM |
| 5-10% | First-party |
⚡ Quick checklist
Do it NOW:
- Check AEM in Events Manager
- Prioritise the 8 events
- Install CAPI
This month:
- Set up CAPI + Pixel deduplication
- Configure GA4 for comparison
- Add a post-purchase survey
This quarter:
- First-party data strategy
- Test incrementality
- Diversify channels
❓ Frequently asked questions
“My ROAS dropped dramatically. Is it because of iOS 14?”
Probably in part. iOS 14 affects reporting (you see less), not necessarily actual sales. Check the revenue in your backend.
“Do I need to completely change my strategy?”
Not completely. But adjustments are necessary: less focus on small audiences, more on creative and broad targeting.
⚡ TL;DR
| What to do | Priority |
|---|---|
| Install CAPI | 🔴 Mandatory |
| Collect first-party data | 🔴 Mandatory |
| Change how you measure | 🟡 Important |
| Focus on creative | 🟡 Important |
| Diversify channels | 🟢 Recommended |
🎯 Conclusion: iOS 14+ didn’t “kill” Facebook Ads. It changed the rules. Those who adapted are getting results just as good (or better) than before.
